Pakistan Sets Three-Pillar Strategy for Nationwide Digital Transformation

By November 3, 2026

The Pakistan Digital Authority (PDA) has told a parliamentary committee that Pakistan could add $60 billion to $80 billion to its GDP over the next five years through effective digital transformation.

The Authority briefed the National Assembly Standing Committee on Information Technology and Telecommunication on its mandate, strategic objectives and the National Digital Master Plan. The meeting was held under the chairmanship of Syed Amin ul Haq.

The PDA said the plan was developed in consultation with provincial and sectoral stakeholders and approved by the National Digital Commission, which has also issued directives for its implementation.

The plan rests on three pillars: Digital Society, Digital Economy and Digital Governance. The first aims to improve citizens’ access to digital services and build an inclusive digital environment. The second seeks to promote growth through digital innovation, technology adoption and sectoral transformation. The third focuses on improving institutional efficiency, transparency and public service delivery through digital solutions.

The Authority said it would develop a comprehensive digital roadmap with key performance indicators and implementation parameters to guide federal and provincial institutions and sectoral stakeholders.

All relevant departments and institutions will be required to align their digitalisation initiatives with the master plan to ensure coordinated and consistent implementation nationwide.

The PDA reiterated its commitment to providing strategic direction and a coordinated implementation framework to strengthen the digital economy, improve governance and move the country towards a digitally empowered society.
